FORENSIC SCIENTIST 1 - DNA DATABASE

The Idaho State Police is seeking applicants for the position of Forensic Scientist 1 – DNA Database.  The successful applicant will be required to complete a background investigation and polygraph examination, which includes drug screening. Please see the Idaho State Police Drug Policy at the end of this announcement. This position is grant funded and is a limited service position.  Current duration of funding is three years. The Forensic Scientist 1 is an entry-level position, which will work under the direct supervision of a more experienced Forensic Scientist. The Forensic Scientist 1 position converts to a Forensic Scientist 2 position upon successful completion of a specified training program, and two (2) years in the Forensic Scientist 1 position. An experienced scientist who meets the minimum qualifications and qualifying work experience of the DNA Forensic Scientist 2 will be certified upon completion of a qualifying examination and the six-month probationary period. Pay will be adjusted accordingly at the time the incumbent is certified as a Forensic Scientist 2. Qualifying work experience for the DNA Forensic Scientist 2 includes a minimum of two (2) years working independently, planning, managing, and prioritizing forensic biology/DNA caseloads; successfully engaging in independent research, evaluation, and validation activities associated with forensic biology/DNA; performing and documenting a range of examinations regarding human DNA (preferably STR) analysis of casework and/or DNA database samples; providing training and consultation services to professional criminal justice and scientific audiences; and testifying as an expert regarding forensic/database DNA examinations, as applicable. Responsibilities: receive, document, and track samples obtained from qualifying Convicted Offenders for inclusion in the state and national DNA database; complete a training program in DNA analysis and technical review of Convicted Offender samples, acquire new skills, and improve techniques; conduct DNA (STR) testing on Convicted Offender samples and enter associated profiles into the DNA database (CODIS), while working closely with advanced forensic scientists; work closely with the State CODIS Administrator regarding database activities and sample confirmation/verification; participate in routine quality control measures, instrument maintenance and troubleshooting, as needed; maintain established standards of laboratory cleanliness, safety, and efficiency; perform examinations following defined SOPs and other quality standards; participate in the evaluation and validation of methods and/or instrumentation as it relates to the analysis of Convicted Offender samples; may provide expert opinion and witness testimony regarding scientific analysis of Convicted Offender samples. Minimum Qualifications: a baccalaureate degree in biology, chemistry, or a closely related science field. Coursework must include biochemistry, genetics, and molecular biology.  Additionally, the successful candidate must obtain training and/or attend a course in statistics and population genetics as it applies to forensic DNA analysis prior to completion of the training program (if requirement not already satisfied). Note: The successful candidate will be required to obtain certification by the American Board of Criminalistics or the International Association for Identification within three (3) years of being selected for or promoted to a Forensic Scientist 2 position. Ranking Items:  The following are not minimum requirements for this position. If you do have experience in any of these areas, be sure to include them on your resume as it may increase your score: experience working as a scientist in a professional laboratory environment, experience performing independent study/research activities, or work study/internship experience in a forensic laboratory (preferably in DNA for each); coursework or training in statistics/population genetics as it applies to forensic DNA analysis; mixture interpretation training and/or experience as it relates to forensic DNA casework analysis; CODIS software training and/or experience either as an analyst, or administrator; Diplomat and/or Molecular Biology Fellow with the American Board of Criminalistics; degree held in a biological science. Responsibilities: conduct complex examinations of evidence and develop analytical findings in latent print examinations (ACE-V); perform examinations following defined analytical methods and other quality standards; maintain established standards of laboratory cleanliness, safety, and efficiency; provide expert opinion and witness testimony regarding scientific findings; interpret findings for prosecutors and defense attorneys, prepare attorneys for presentation of findings; train police officers in latent print processing and collection of evidence; provide assistance at complex crime scenes for the collection of latent prints. Minimum Qualifications: a baccalaureate or advanced degree in chemistry, biology, forensic science, or closely related field that is substantially an equivalent. Preference will be given to applicants who have coursework in chemistry. Note: The successful candidate will be required to obtain certification by the American Board of Criminalistics or the International Association for Identification as a Latent Print Examiner within three (3) years of being selected for or promoted to a Forensic Scientist 2 position. Ranking Items: The following are not requirements for the Latent position. QUESTIONED DOCUMENT EXAMINER INSTRUCTOR

Ideal Innovations Incorporated (I3) is seeking applicants for the position of Questioned Document Examiner Instructor.  The Questioned Document Examiner Instructor sought for employment as a civilian contractor in Erbil, Iraq to provide education and training for the Iraqi Criminal Evidence Laboratory System. Those fluent in speaking and writing in Arabic preferred. Questioned Document Examiner Instructor to provide lecture and practical exercises for two (2) 4 week classes to achieve the following course objectives: proper methods for developing recovering, and examining questioned documents evidence; document examination theory and use of specialized instruments such as the VSC 5000; development of general microscopy, modern instrumentation, examination techniques and quality assurance skills; practical exercises specific to the VSC 5000 and differing light source conditions to determine authenticity of questioned documents; lessons centered on case studies and documentation practices. Each course will be taught in English. Arabic and Kurdish verbal translations will be provided. Training will be conducted in laboratory setting with required instruments and consumables. Instructors will be required to create a training plan, to include the class curriculum, lesson plans, and/or a course syllabus. The course will incorporate lecture, lesson reviews, practical exercises, instructor-led discussion, and written biweekly student progress review reports in a team-based learning environment. Before, during, and after each course, instructors will be expected to make recommendations that establish or refine training content and methods to better fulfill mission requirements. Requirements: have Associate’s Degree with at least four (4) years of experience as an Questioned Document Examiner OR six (6) years of experience as a Questioned Document Examiner--those with instructional experience in the field preferred; be a highly qualified Questioned Document Examiner; fluency in speaking and writing Arabic preferred; be trained to competency in the use of the VSC 5000; familiarity with the SOPs and quality assurance standards as outlined in ISO 17025 and ASCLD LAB guidelines desired; have intermediate level competency in Microsoft Office Suite programs (Word, Excel, and Outlook); be able to work well in a team environment; possess excellent organizational skills;  be physically able and willing to rotationally deploy to Iraq for the course lengths noted above; be able to obtain a passport; and attend pre-deployment training. DEPUTY DIRECTOR

The Forensic Science Department (FSD) of the International Commission on Missing Persons (ICMP) conducts an integrated program of forensic archaeology, forensic anthropology, pathology, and high-throughput DNA testing for the identification of persons missing from armed conflict and human rights violations as well as ad hoc assistance following natural or man-made disasters.  The ICMP FSD seeks to fill the position of Deputy Director of Forensic Science for Archaeology and Anthropology.  This is
primarily a management, oversight, direction, and planning position with relation the ICMP’s involvement in forensic anthropology and archaeology.  The position will serve as a key management link between the ICMP Directors, and the supervisory and technical staff within FSD Archaeology and Anthropology Division.  This Deputy Director is required to have an internationally recognized high level of subject matter expertise in forensic anthropology and archaeology, at the level of scientific principle and practical application.  The Deputy Director will also have demonstrated skills and experience in management and direction at the strategic and operational levels. The Deputy Director of Archaeology and Anthropology (DDAA) is responsible for scientific standards and conduct of the Archaeology and Anthropology Division (AAD), working closely with the Head of Archaeological Field Teams and Head of Anthropological Examinations (who will be under the supervision of the DDAA), the regional Heads of Forensic Science Programs in areas of ICMP operation, and the Director of Forensic Science.  Such standards will be acceptable for use in criminal justice applications. The Deputy Director is responsible for scientific publication, presentations, and research projects associated with ICMP’s Archaeology and Anthropology programs.  The Deputy Director is responsible for seeing to the development of internal and external educational and training programs.  The Deputy Director is responsible for seeing to the generation of internal and external reports on excavations, and other activities of the AAD. The position will involve substantial activities in the former Yugoslavia, as well as in other areas globally.  The ICMP currently has training and assistance programs in Iraq and Colombia, and often assists in disaster victim identification response around the world. Qualifications/Requirements: master degree  in forensic archaeology and/or anthropology; proven high capability and extensive experience in conduct of archaeology and anthropology techniques to the missing persons issue; demonstrated capacity in personnel and operations management; exceptional degree of professionalism and interpersonal maturity; proven record of academic achievement and publication; international experience at the operational management level; excellent written and spoken communication skills, in English.  Other languages beneficial; proven ability to perform well in the face of unexpected developments or continuously evolving political or operational circumstances; excellent ability to interact positively with people of different cultural backgrounds, or scientific specialties; ability to provide constant and effective leadership, while taking into account divergent opinions or acting upon decisions taken by others. SUPERVISORY FORENSIC ARCHAEOLOGIST/FIELD OPERATIONS MANAGER

The Forensic Science Department (FSD) of the International Commission on Missing Persons (ICMP) is seeking applicants for the position of Supervisory Forensic Archaeologist/Field Operations Manager.  The selected candidate is expected to: assume the supervisory role in archaeological excavation at field sites, or designate another as supervisor; coordinate, as necessary, logistics associated with ICMP field site activities; provide oversight and technical assistance at site;   provide survey data and written records of exhumation/excavation to anthropology staff at ICMP mortuary facilities;  direct the creation and review of formal site reports;  develop and maintain guidelines according to internationally recognized standards and see that they are adhered to;   and to provide expert assistance to ICMP personnel and local commission teams during exhumation;  participate in training programs, either to develop, coordinate, or to directly provide training where needed and appropriate. The candidate will be responsible for archaeological recovery and survey of human remains, creation of accurate records and assistance at site locations and for providing accurate documentation relating to the excavation, exhumation of locations of mass graves and clandestine gravesites. Duties: under the direction of the Deputy Director of Forensic Science, Archaeology and Anthropology Division, to act as supervisor of ICMP staff members engaged in field archaeological activities (subordinate staff members may be assigned team leader or other supervisory roles); to ensure sufficient logistical coordination at field sites: this is to be achieved with the support of other Forensic Science Department (FSD) staff such as the W. Balkans Foresnic Science Program Head, program assistants, etc.; to assist in the development of programs of training of ICMP staff or others, and directly provide training where appropriate; to provide technical assistance/support to various local experts and other designated parties at mortal remains recovery sites and to monitor such activities; to make and maintain accurate records regarding remains during site excavation/exhumation; to ensure remains are recorded both on paper record and electronic survey; to assist in recovery of related artifacts during excavation; maintain hard copy and electronic documentation (database) of assistance/monitoring activities; contribute to the completion of official reports on sites where ICMP has provided technical assistance; assist with development and evaluation of ICMP’s Forensic Data Management System, as relates to forensic archaeology; to participate in meetings with other FSD staff and management to foster strategic planning and coordinate activities; to locate and record grave outlines if possible; to establish archaeological relationships (sequence of events) within the site and grave; establish a minimum number of individuals and confirm that commingling of remains is addressed during recovery; handles and prepare human remains for further examination according to ICMP standards; ensure that human remains are logged appropriately by crime technicians; establish an accurate grid using an electronic survey, to establish the global position of site and remains; responsible for the accurate mapping of site features including artifacts and human remains; daily maintenance of survey equipment/battery, tripods etc; to coordinate with crime technicians in order to avoid confusion with numbering system; to manage collected data either through daily transfer or weekly download; to provide ICMP archaeologists, anthropologists, pathologists, local prosecutors with accurate maps of graves, artifacts and remains within a final report. to participate in personnel management of staff, including recruitment, hiring, evaluation, and discipline. to direct and/or contribute to reporting on archaeology and anthropology activities on a regular basis, and as needed; to assist with project proposals for new activities and fundraising. Qualifications/Requirements: undergraduate degree in archaeology or related disciplines required. Higher degree preferable; good osteological skills; previous archaeological field experience on complex excavations; experience and competence in the use or archaeological and surveying equipment; mature perspective, flexibility, and guiding mentality associated with senior or supervisory position; ability and willingness to effectively delegate tasks, and empower subordinate staff; good written and spoken command of English language; experience of Microsoft and GIS computer programs preferred; good communication skills, self organized and able to meet deadlines; able to work within a flexible environment with a multi ethnic and international team; willingness to work long hours and ability to work unsupervised. FORENSIC SCIENCE PROGRAM COORDINATOR (IRAQ)

The Forensic Science Department (FSD) of the International Commission on Missing Persons (ICMP) has established in Iraq a program of training in forensic archaeology and forensic anthropology and is seeking applicants for the position of Forensic Science Program Coordinator.  ICMP forensic programs in Iraq also include training on and assistance with establishment of a large scale DNA identification program. The Forensic Program Coordinator is responsible for maintaining, documenting and continually developing this program, ensuring its specifications are met with established training practices. The Forensic Program Coordinator is also responsible informing and training decision makers and support/logistics staff within Iraqi partner organizations to engage and assist with mass grave investigations, in coordination with the Iraqi mass graves working group. The Forensic Program Coordinator will assist in the development of forensic strategies for mass grave investigation in Iraq, in the context of a DNA based identification system, as well as in mortuary facility management.  The Forensic Program Coordinator will conduct some direct technical training, but also coordinate the efforts of additional contract Iraqi and International trainers who will help with the delivery of basic, intermediate, and advanced course modules.  The Forensic Program Coordinator will work closely with other ICMP forensic staff from the DNA Laboratories and Identification Coordination Divisions to implement training and programmatic goals to establish effective approaches to high throughput DNA identification, including laboratory work flow and technical procedures, integration of DNA match reports into an identification program, and a public outreach campaigns for genetic reference samples.  The Forensic Program Coordinator will also assist with a program of an Iraq-specific forensic database development project. Main Duties: to manage all aspects of the technical training program, ensuring training program specifications are met; to maintain and continually develop technical training programs within ICMP program Iraq, coordinated with ICMP FSD; to maintain the highest standards of training in line with current training practices; to conduct Training Needs Analyses for training requests and ensure programs are effectively designed and delivered as determined through effective and appropriate evaluation; to report on all aspects of the forensic program to senior managers during monthly management reviews and provide an annual written report; to oversee training staff and trainees during training sessions and provide written and/or verbal feedback to appropriate managers/supervisors on delivery, conduct and performance as well as technical performance and competency; to coordinate, with other ICMP expert staff, programs of public outreach and DNA reference sample collection to permit large scale DNA identification; to coordinate, with other ICMP expert staff, training and advisory activities related to technical aspects of DNA identification, working closely with Iraqi counterparts; to coordinate, and where necessary, participate in ICMP training activities that may involve visiting scientists or non-ICMP personnel and non ICMP facilities; to coordinate and communicate with relevant managers and the Director of FSD when organizing training to ensure activities are in line with operational capacity, budget and resource availability for ICMP Iraq project; to develop and coordinate training programs for Iraq across the spectrum of missing persons processes (from grave to grave); including archaeology and anthropology, DNA laboratory systems and data collection and database entry; to assist with creation, as appropriate, of new guidelines and Standard Operating Procedures (SOPs) and other QMS documentation related to ICMP forensic programs; to participate in working groups/committees as needed, interacting with and advising International, donor and Iraqi partners on forensic training, mass grave investigation and forensic science matters; to assist with coordination with Iraqi partners in the development of forensic database tools suitable for Iraq; to identify, train and coach individuals as trainers, training assistants and instructors as needed; provide operational assistance and forensic science advice to the Head of Program Iraq as required and stand in for Head of Program as required; undertake other duties as required in an office with frequent staff rotation and shared project duties and responsibilities. Qualifications/Requirements: graduate degree in forensic archaeology, forensic anthropology or related field; knowledge of current forensic science practice and technologies used in the missing persons identification process preferred; knowledge of DNA technology and its use in human identification preferred; extensive experience working in forensic science fields, preferably with experience of mass grave/ crime scene investigations; experience in the design, validation, delivery and evaluation of training programs as well as conducting training needs assessments; experience in project management methods and techniques; excellent organizational skills accompanied by effective and persuasive communication skills; administrative, statistical and analytical skills; managerial, supervision and team building skills accompanied by the ability to work under pressure, as an individual and as part of a team; international experience and demonstrated capacity for working in different cultural settings an asset; based in Baghdad, frequent international travel for work purposes is not required, but flexibility to travel within Iraq to different facilities, sites and laboratories as required within the scope of the technical training program. FORENSIC PATHOLOGIST

The Department of Pathology and Laboratory Medicine of the Ottawa Hospital invites applications for a full-time staff Forensic Pathologist in the Eastern Ontario Regional Forensic Pathology Unit (EORFPU).  The successful candidate will work with two other full-time Forensic Pathologists. The individual being sought will be licensed or eligible for license to practice medicine in Ontario; have specialty certification in anatomical or general pathology with formal training in Forensic Pathology and/or certification in Forensic Pathology through a recognized national examination.  The candidate should also be eligible for category A status of the Ontario Forensic Pathology Services registry. The candidate should possess the ability to collaborate effectively with other medical professionals, law enforcement agencies, and lawyers, superior communication and interpersonal skills.   A broad knowledge of applicable legislation, rules of evidence and investigative techniques is also expected. The candidate will be expected to participate in the overall Forensic Pathology service work, including on call service.   He/she will be expected to participate in teaching activities of undergraduate medical students and of pathology residents and will be encouraged to engage in either individual or collaborative research projects. The Eastern Ontario Regional Forensic Pathology Unit is part of the newly established Ontario Forensic Pathology Services.   It is physically situated within the General Campus of The Ottawa Hospital and is affiliated with the University of Ottawa.   In 2010 it will be situated in a newly built autopsy facility that is currently under construction.    The Unit conducts routine medicolegal postmortem examinations under Coroners’ warrant for the Greater Ottawa Area and is a referral center for complicated medicolegal autopsies for Eastern Ontario.  It conducts approximately 600 complete postmortem examinations per year, including pediatric cases requiring forensic expertise. FIREARMS AND TOOLMARK EXAMINER

The Hamilton County Coroner’s Laboratory has an immediate opening for an experienced firearms examiner.  The laboratory is currently accredited under the ASCLD/LAB Legacy system and is preparing for an ASCLD/LAB International (ISO) assessment in April 2010.  Job responsibilities include the normal microscopic comparison of firearms evidence, operation of the NIBIN/IBIS terminal, toolmark comparisons, distance determinations, serial number restorations, function tests, court testimony and training law enforcement personnel.  This position does NOT involve GSR (primer residues) analyses, footwear/tiretrack comparisons, or crime scene processing.  Normal working hours are 8 to 4:30 Monday through Friday with no “On-call.”  The examiner will be required to comply with safety, quality control, and other administrative criteria of the ASCLD/LAB accreditation program.  General information about the laboratory can be found at www.hamilton-co.org/coroner. The Minnesota BCA Forensic Science Service is seeking qualified applicants to perform forensic examinations at our Laboratory in Saint Paul. These positions are responsible for the receipt, evaluation, and processing of evidence submitted from local, state and federal law enforcement agencies. Forensic Science Institute at the University of Central Oklahoma is seeking applicants for the position of Assistant Professor.  This position offers a dual appointment to FSI and the Department of Biology.  The incumbent will instruct undergraduate and graduate courses in Forensic Science and the biological sciences, particularly in the areas of Forensic Anthropology, Molecular Biology including human DNA identification, and human anatomy. The incumbent will develop new courses in these disciplines, as well as broaden the range of expertise resident in the UCO Forensic Science Institute (FSI) and the Department of Biology. The incumbent will also assist the Director, FSI in establishing and advancing original research and continuing-education in the forensic sciences at UCO particularly in the area of nuclear (STR analysis) and mitochondrial (mt) DNA analysis for human identification. Associated with this effort, the incumbent will be assigned tasks related to the development of a training curriculum enhancing all levels of law-enforcement and the first-responder communities in the areas of anthropological and DNA evidence recognition, collection, preservation, analysis, and interpretation, not only related to traditional crime scenes, but major crime scene processing. Department Specific Duties and Responsibilities:  The incumbent will assist the Director, FSI, in forensic science curriculum development of new courses in their area of expertise. This curriculum will also include instruction in the area of legal requirements associated with the analysis of evidence in criminal cases and the offering of expert witness testimony regarding such analytical efforts in a courtroom setting. The incumbent will also be familiar with the DNA Advisory Board Guidelines in DNA Analysis and Daubert standards related to evidence admission in courtrooms. The incumbent will develop and coordinate field training exercises for students as well as law enforcement and public safety personnel in the above-described disciplines and develop and coordinate the curriculum and offering of training in their area of expertise. The incumbent will assist in the development of in-service training, career training, and continuing education in the forensic sciences. Qualifications:  A doctoral degree in biology or a related natural science with emphasis in physical or molecular forensic anthropology, molecular biology including nuclear DNA and/or mitochondrial DNA analysis for human identification. Other areas of interest may include human anatomy. Previous teaching and mentoring experience in one of these disciplines at the college or university level is preferred. Previous professional experience in the forensic application in human identification using DNA and serological techniques is preferred. LAB DIRECTOR/CHIEF SCIENCE OFFICER

The Harris County Medical Examiner’s Office (HCMEO) is pleased to announce a one-year post-doctoral fellowship in Forensic Anthropology. The HCMEO Anthropology Division consists of one board certified forensic anthropologist, two doctoral level anthropologists and an identification specialist.  The division provides services in skeletal biology and trauma analysis, unidentified decedent processing, death scene response, mass disaster preparedness and epidemiology.  The division receives approximately 175 skeletal and identification cases and attends approximately 35 death scenes a year.  To learn more about us, visit www.hctx.net/me.  We expect to fill this position by March 1, 2010. The Pennsylvania State University, University Park is seeking applicants for a faculty position in the Forensic Science Program.  It is open for applicants who are prepared to instruct and/or develop courses for undergraduate and graduate students. The successful applicant will have a strong foundation in criminalistics, forensic philosophy, ethics, crime scene investigation, crime scene reconstruction and forensic photography. The applicant will establish a research program in the applicant’s area of interest and should have extensive crime laboratory, crime scene, and testimony experience. Applicants with instructional experience and a background in chemistry and/or biochemistry are preferred. The position requires an MS or PhD in an appropriate science with at least 5 years of experience in a forensic laboratory, documentable crime scene experience that can include but not limited to footwear and fingermark enhancement, bloodstain pattern analysis, projectile trajectory analysis and reconstruction, and expert testimony. Several Firearms Examiners are being sought for employment as civilian contractors supporting US military activity on-base in Iraq and possibly Afghanistan. Responsibilities include, but are not limited to, the following: examine and render all evidence safe for handling; provide guidance and expertise to Latent Print Examiners as to likely locations of latent prints on each firearm or weapon-related piece of evidence (this may entail adjusting firearm/weapon/accessory to expose surface wherein latent prints can be found); examine evidence item for any signs that indicate make, model, modifications, place of origin, manufacturer or maker and serial numbers and record these observations; for those evidence items designed to fire projectiles, examine item in detail to determine if item can safely fire projectiles and clearly tag evidence item as “Safe to Fire” or “NOT Safe to Fire” (judgment is based on experience and best professional judgment);  in the event the evidence item is determined safe to fire, draw appropriate standard reference ammunition and test fire weapon into projectile catch pit using remote or direct firing device as deemed appropriate, and then retrieve the projectile and cartridge case (if appropriate), bag and tag in association with evidence item number; enter the test fired projectiles and cartridges into the Integrated Ballistic Information System (IBIS) machine along with necessary data fields assigned; utilize the IBIS to query data bases and identify potential likely matches to previously enrolled firearms exhibits--likely matches shall be examined to make independent determination of goodness of match using best professional judgment; perform a hands-on comparison of projectiles and cartridge cases to assess whether they are likely produced by the same firearm; examine evidence items for unique or indicative toolmarks, using magnification x-ray and photographic techniques as desired to best exploit evidence and observe any direction from the Laboratory OIC related to non-destructive testing; capture still images at 1000 dpi or greater using provided digital photographic equipment, of each evidence item and relevant key portions of the evidence item or other exhibits to support further analysis, conclusions and documentation; document examination results/findings in a standard firearms and toolmark examination report and have a Second Examiner co-sign if verification is agreed, or have Secondary Examiner deliver a separate, signed reported stating his/her conclusions; report the results of all examinations; electronic copies of all reports shall be provided to the Laboratory OIC; and ensure that an electronic back-up copy of all new or draft reports is made before the end of each work day. BIOMETRICS EXAMINERS

ASSISTANT PROFESSOR IN FORENSIC SCIENCES

The candidate will be responsible for instruction in undergraduate and graduate level courses dealing with hair and fiber analysis, glass, soils, paint and other commonly found forms of trace evidence and forensic biology; participate in instruction in team-taught undergraduate courses as appropriate based in expertise; work with students in research projects involving trace evidence.
